There is no centralized system to compile the annual turnover of URCs.<br />

Local taxes are paid by Canteen Stores Department's Depots as per the policy of respective State Governments in vogue from time to time and the same is charged from URCs along with the cost of items. The Comptroller & Auditor General of India in its 14 Report (2010-11) on Performance Audit of Canteen Stores Department has recommended that the URCs should be recognized as the retail outlets integral to CSD and steps be taken to bring the URCs under the accountability regime that is applicable to all operations funded by the Consolidated Fund of India. C&AG in its report has also mentioned that Audit was denied access to records of URCs. The Sixth Central Pay Commission has recommended the introduction of new performance based pecuniary benefit, over and above the regular salary, for Government employees. The benefit will be called Performance Related Incentive Scheme (PRIS) and will be payable taking into account the performance of the employees during the period under consideration. The recommendation has been accepted by the Government. Guidelines are being worked out through inter-departmental consultation.<br />
<br />
Rule 16(3) of the All India Services (DCRB) Rules, 1958has been amended on 31st January, 2012 which provides that the Central Government may in consultation with the State Government concerned, require a Member of the All India Service (AIS) to retire from Service in public interest, after giving such Member at least three month’s previous notice in writing or three month’s pay and allowances in lieu of such notice:-<br />
<br />
(i) After the review when such Member completes 15 years of qualifying Services; or<br />
<br />
(ii) After the review when such Member completes 25 years of qualifying Services; or<br />
<br />
(iii) Attains the age of 50 years, as the case may be; or<br />
<br />
(iv) If the review referred to in (i) or (ii) above has not been conducted, after the review at any other time as the Central Government deems fit in respect of such Member.<br />
<br />
So far as Central Government employees are concerned, Government in public interest may retire any Government Servant after he has attained the age of 50/55 years or after completion of 30 years service by giving him notice of not less than three months in writing or three months pay and allowances in lieu of such notice.<br />

As per the latest data available with the Ministry of Minority Affairs, as on 31st January 2012, a total of 19,487 ‘fresh’ scholarships (out of a Target of 20,000 fresh scholarships) and 15,694 ‘renewal’ scholarships had been released during the current FY 11-12. For awarding these 35,181 scholarships, an amount of over Rs. 96.27 crore has been released by the Ministry of Minority Affairs. The Scheme now covers all the States and Union Territories.<br />
<br />
The objective of the Merit-cum-Means Scholarship Scheme is to provide financial assistance to the poor and meritorious students belonging to minority communities to enable them to pursue professional and technical courses. These scholarships are available for studies in India only and are awarded through an Agency designated by the State Government/UT Administration for this purpose. The scheme was launched in the year 2007-08 As per the general guidelines for the Scheme, 30% Scholarships are reserved for the girl students.<br />

References have been received whether the Travelling Allowance (TA) admissible to pensioners re-appointed to Govt. service, under SR 107 of FR & SR Part II (Travelling Allowance Rules) includes TA in respect of family of the pensioner and other TA entitlements which a serving Government official is normally entitled to on transfer.<br />
<br />
2. The matter has been considered and it has been decided that pensioners re-employed to posts, where holding of a post under the Central Government is a pre-requisite for such re-employment or where the Recruitment Rules of the post to which the pensioner is re-employed provides this as one of the qualifications, would be entitled to Travelling Allowance subject to the following:-<br />
<br />
i) The entitlement for Travelling Allowance would be with reference to the post last held and the last pay drawn under the Government, at the time of retirement.<br />
<br />
ii) The provisions of SR 116 of the TA Rules, as admissible to Govt. officials on transfer in public interest, would be applicable.<br />
<br />
iii) Unless provided for in the terms & conditions of the post where the pensioner is re-employed, if ‘TA on Retirement’ has already been claimed by the re-employed pensioner from the office/organization from where he has retired/superannuated, no additional TA would be admissible on expiry of the term of his re-employment. If the re-employed pensioner has not claimed TA on Retirement’ within six months of his retirement and he is re-employed under the Central Govt. before the expiry of six months from his date of superannuation/retirement, he can claim TA on Retirement’ after expiry of the term of his re-employment, with reference to the post held at the time of retirement and pay last drawn at the time of retirement, in terms of Gol Order No. 2 below SR 147. In such an event, the ‘TA on Retirement’ would be reimbursed by the office/organization from where the re-employed pensioner had retired/superannuated.<br />
<br />

(iii) Persons with Disabilities (PWD) Report-I regarding representation of persons with disabilities in services as on 1.1.2012 ; and<br />

(iv) PWD Report-II regarding appointments persons with disabilities during the year 2011.<br />

2. The proformae prescribed for above reports are enclosed for ready reference. It is request that the reports may be sent to this Department by stipulated date i.e.by 31.3.2012. While collecting information from the attached/Subordinate offices, the concerned offices may be advised not to send information direct to this Department. The concerned Ministry/Department should consolidate the information in respect of entire Ministry /Department including the information in respect of the Attached and Subordinate Office, and send such consolidated information to this Department.<br />

3. The Ministries/Department should ensure that the reports sent to this Department contain consolidated information in respect of the concerned Ministry/Department and its Attached and Subordinate Offices only.<br />
<br />
4. Information in respect of the Statutory, Semi-Government and Autonomous Bodies may be collected and maintained by the concerned administrative Ministries/Departments but the same should not be sent to this Department. Similarly, the Department of Public Enterprises may collect similar information in respect of all public sector undertaking and may maintain it.<br />
<br />
5. As the information called for relates to persons and not to posts, the posts, which are lying vacant, should not be taken into account. Persons on deputation should be included in the establishment of borrowing Ministry/Department/Office and not in the establishment of their parent office. Persons permanent in one grade but officiating or holding temporary appointment in a higher grade should be shown in the figures relating to the class of service in which the higher grade concerned is included. It may also be noted that figures in respect of Scheduled Castes, Scheduled Tribes, Other Backward Classes and Persons with Disabilities have to include persons appointed by reservation as well as appointed on their own merit.<br />

Departmental Competitive Exam 2010 & 2011 Revised Results Announced The Union Public Service Commission (UPSC) has announced the revised result of the Central Industrial Security Force (Assistant Commandants) Limited Departmental Competitive Examination, 2010 and 2011. Written exam for this was held by UPSC on 19.06.2011 and the Personality Test held from 31st October 2011 to 5th November, 2011, results were notified vide Press Note dated 21-11-2011 recommending 41 candidates for appointment, consisting of 32-General, 06-Scheduled Castes and 03-Scheduled Tribe candidates.<br />
<br />
As this is an Examination for Departmental promotion, the results were provided based on the eligibility list of candidates for the years 2010 & 2011 as furnished by the Department concerned.<br />
<br />
Based on revised scrutiny and certification of eligibility, results for the CISF (Asstt. Commandants) Limited Departmental Competitive Examination, 2010 & 2011 have been recast. The total number of recommended candidates continues to be 21 (16-General, 03-SC & 02-ST) & 20 (16-General, 03-SC & 01-ST) respectively. Appointment to Central Industrial Security Force will be made according to number of vacancies available and due consideration to the provisions contained in the Rules for the Examination.<br />

With the state increasing the number of public holidays in the year to 25, TN's list is now among the longest in the country. West Bengal comes close behind with 24 and Kerala with 23, followed by Karnataka with 21 and Maharashtra with 19. Andhra Pradesh staff have 17, same as Central government employees.<br />

TN added one more day to its list with the Tamil New Year on April 13 being the extra holiday. After returning to power, chief minister J Jayalalithaa has reverted to the practice of marking the first day of Tamil month Chithirai (middle of April) as new year's day.<br />
<br />
To boot, there are 53 Sundays and 52 Saturdays in 2012 when a TN government employee would usually not be at work. He or she can also avail of 30 days privilege leave, 12 days of casual leave, 15 days of sick leave and two restricted holidays. Some public holidays overlap with weekends, but all in all, a government employee can choose not to go to work for as many as 181 days, which is virtually half the year.<br />

<br />
While this generous holiday calendar is the envy of many in the overworked private sector, it also raises questions on the speed and efficiency of administration. Naresh Gupta, a retired IAS officer, said: "There is a need to cut down on the number of holidays, primarily to reduce inconvenience to the public. These holidays also affect senior officials, who often work on weekends and holidays, but are handicapped by the absence of staff."<br />

The Naveen Patnaik government has introduced paternity leave and doubled the maternity break to six months. The new rules come into force with retrospective effect from December 1.<br />

In 2008, the Sixth Pay Commission had recommended increasing the time of maternity leave for central government employees. Women in Odisha used to get a three-month maternity leave.<br />
“Paternity leave would definitely improve parental care. I would be able to spend time with my wife and child. The initial 15 days after delivery are crucial for medical consultation, hospitalisation and vaccination of the newborn,” said Srikant Jena, a government employee.<br />
Pavitra Mishra, who works in the private sector, said: “Most mothers, who are unable to spend quality time with their child, end up feeling guilty and depressed.”<br />
Paediatrician Arabinda Mohanty said: “Breast-feeding in the first six months is vital both for the mother and the child. It boosts the immunity of the newborn…. With the maternity leave being doubled, a mother would get the time to breast feed the baby.”<br />

How should an investor plan his/her retirement through regular investments or via cautious savings?<br />

And the bigger question: why should I sacrifice today to fend for tomorrow? These are never-ending questions, with no definite answers. The key point to understand is that proactive investors can make judicious investment decisions throughout their life span to create a savings pool, which comes handy post retirement.<br />

Irrespective of the lifestyle, work profile or financial commitments, it is imperative that an investor has a strong corpus to finance his/her post-retirement needs. Building such a corpus calls for meticulous planning on the part of investors, that, too, across their lifespan.<br />

The National Pension Scheme (NPS) provides investors across age groups (18-55) a lowcost avenue to do financial planning. The Pension Fund Regulatory and Development Authority (PFRDA) opened this scheme for the general public in 2009. Having been in existence for over two years, the performance so far reflects that NPS has delivered returns higher than traditional saving instruments like corporate bond funds and government securities funds.<br />

If this performance continues over longer time frames, then it can help generate sizeable corpus for retirement savings. Such performance clearly indicates the usefulness of the scheme to generate higher inflation-adjusted returns for a safe and secure retired life.<br />
<br />
NPS is a savings-cum-investment alternative, which gives investors the best of both worlds. While it offers investors flexibility in terms of the amount they wish to invest, it also gives them an opportunity to diversify investments into different streams. Investors, based on their risk-bearing capacity, have the discretion to allocate funds towards any of three asset classes . E (equity), C (corporate bond fund) and G (government securities fund).<br />
<br />
The risk-return tradeoff is as follows: E - high risk and high returns; C - medium risk, moderate returns; G - low risk, low returns Investors can seek a choice of six fund managers to make their investments as well as switch across fund managers.<br />
<br />
This ensures an element of competition between fund managers and helps the scheme generate market-linked returns. Investors can either choose the asset class/classes they want to invest in the desired proportion or choose the auto choice or lifecycle fund scheme by default.<br />
<br />
Here, at the lowest entry age (18 years), the asset allocation would be 50% in E, 30% in C and 20% in G till the investor turns 35. The ratio of investment in E and C will then decrease annually, while the proportion of G will rise. At 55 years, G will account for 80% of the corpus, while the share of E and C will fall to 10% each.<br />

<br />
The increase will benefit 1,19,261 employees of all eight government transport corporations in the state and would additionally cost Rs 9.15 crore annually to the exchequer. The arrears will be paid in cash, Jayalalithaa said in a statement.<br />
"I hope this increase will encourage employees and workers to do their duty with more motivation and cheer," she said, days after announcing a hike in bus fares.<br />
<br />
Jayalalithaa had in October increased the DA of state government officials, teachers and pensioners from 51 per cent to 58 per cent, placing them on par with their central government counterparts.<br />

Ranbir Singh Dhillon here at Punjab Bhawan late last evening. The meeting was especially convened at the behest of Punjab Chief Minister Parkash Singh Badal.<br />

Disclosing this here today, a spokesperson of the Punjab Government that it was earlier decided to implement the ACP scheme in the original mode from December 1, 2011.Responding to another demand put forth by the delegation, the Chief Secretary decided to now offer various benefits to the different categories of the employees announced by the state government with effect from November 1, 2011 instead of December 1, 2011. The meeting also gave in principle approval to grant conveyance allowance of Rs. 300 per month to the Group `D’ employees. This allowance would be inclusive of the local Travelling Allowance-cum-Miscellaneous allowance already admissible to Group `D’ employees.<br />

Conceding another demand of the delegation regarding grant of Risk Allowance, an ex-gratia Rs. 5 lac in lump-sum would be admissible in case of death on duty irrespective of the basic pay or group of employees. In case an employee suffered permanent disability due to accident on duty then he would be entitled for ex-gratia amount proportionately as per prescribed the percentage of his disability.<br />
The spokesman further said that the Sangarsh Committee had been invited for talks with the Chief Minister on November 30, 2011 at 6 pm at the Chief Minister’s residence. It was also decided in the meeting to hold the next meeting of the Cabinet Sub Committee comprising of Tikshan Sud, Dr Upinderjeet Kaur and Adesh Partap Singh Kairon (All Cabinet Ministers) on November 26, 2011 at 4 pm to consider the remaining demands of the various employees’ associations, added the spokesman.<br />
Prominent amongst those present in the meeting included Principal Secretary to Chief Minister DS Guru, Principal Secretary Finance KBS Sidhu, ADGP (Intelligence) Suresh Arora and Secretary Expenditure Mr Jaspal Singh.<br />
